Grants and Incentives in the Zone.

AGNC administers the Northwest Colorado Enterprise Zone, for the counties of Garfield, Moffat, Rio Blanco, Routt, Clear Creek, Gilpin, Grand, and Jackson—regions built for businesses that think big and move fast.

Investment Tax Credit

3% tax credit on business personal property investments, including new equipment, infrastructure, and expansion projects.

Job Training Tax Credit

12% tax credit on eligible job-training costs, helping businesses invest in a highly skilled workforce.

New Employee Tax Credit

$1,100 per new employee, with additional credits for agricultural processors and businesses in enhanced rural Enterprise Zones.

Employer-Sponsored Health Insurance Tax Credit

$1,000 per new employee for businesses that provide qualified health plans during their first two years in an Enterprise Zone.

Research and Development Tax Credit

3% tax credit on increased R&D expenses compared to prior years—encouraging innovation and long-term business growth.

Vacant Commercial Building Rehabilitation Tax Credit

25% tax credit on rehab costs (up to $50,000) for businesses redeveloping vacant commercial buildings at least 20 years old.

Commercial Vehicle Investment Tax Credit

1.5% tax credit on new commercial vehicles registered in Colorado and used within an Enterprise Zone.

Sales and Use Tax Exemption for Manufacturing and Mining

Exemption on sales and use tax for manufacturing and mining equipment, helping businesses cut costs on critical operations.

  • $1 million EIAF Grant for South Routt Medical Center, enhancing rural healthcare infrastructure.
  • Wolf Creek Reservoir assisted in securing funding via the Office of Just Transition for workforce development and supporting regional water infrastructure.
  • $1.1 million total funding from various grant sources to establish the Northwest Colorado Energy Initiative
